FEMA compliance is the difference between a storm shelter and a metal box. Every serious rebate program, insurance discount, and grant funding source is tied to a specific FEMA standard — P-320 for residential shelters and P-361 for community and institutional shelters. The two standards, in one paragraph

FEMA P-320 is the residential design guide. It sets the performance criteria and construction detail for one-family and small-multi-family safe rooms. The current edition is the 6th, published April 2025. FEMA P-361 is the community and institutional standard, covering safe rooms for schools, churches, workplaces, and multi-family common-area shelters. The current edition is the 5th, published April 2025. Both standards share the core performance criteria — a 250 mph EF-5 wind field and a 15-lb 2×4 missile impact test — and differ mainly in the group-occupancy provisions layered on top for P-361.

What FEMA P-320 (6th edition) actually requires

For a residential shelter to be considered FEMA P-320 compliant, the manufactured product and its installation have to satisfy several concurrent requirements:

Wind pressure Engineered to a 250 mph EF-5 tornado wind field. That's the top of the Enhanced Fujita scale. Wind pressure is calculated per ASCE 7 methodology with the tornado wind field assumptions specified in P-320.

Missile impact A 15-lb 2×4 wooden stud launched at: - 100 mph perpendicular to the wall or door face, and - 67 mph parallel to the wall or door face.

The missile impact test is performed on the door, wall panels, and any other exposed surface. The door assembly, in particular, has to survive the impact without failure — no breach, no latch failure, no loss of structural integrity that would compromise occupant protection.

Anchoring Anchored to a concrete slab, foundation, or engineered pad per the manufacturer's engineered specification. Anchor type (wedge, epoxy, or through-bolt), spacing, embedment depth, and torque are all defined by the manufacturer's stamped engineering drawing.

Door and hardware The door must be operable from inside without a key. Latch hardware is typically a three-point or four-point deadbolt system. The door assembly is tested under both the wind pressure loading and the missile impact conditions, and must not fail either.

Occupancy sizing Approximately three square feet of usable floor area per adult occupant for short-duration tornado sheltering. Manufacturers publish rated occupancies for each model.

What FEMA P-361 (5th edition) adds for community shelters

P-361 shares the wind pressure and missile impact criteria and layers on:

  • Larger occupant sizing (approximately five square feet of usable floor per adult standing occupant, ten square feet per wheelchair occupant).
  • Ventilation sized to the design occupant load and shelter duration.
  • ADA-compliant access, egress, and hardware.
  • Multiple exits above threshold occupancy.
  • Emergency lighting, exit signage, and (in larger community shelters) sanitation provisions.
  • Compliance date: community safe rooms built under a major disaster declaration issued on or after March 31, 2026 must comply with the 5th edition.

How to verify a specific shelter is compliant

Compliance is not a marketing claim. It is a documented, testable, verifiable set of criteria. When you're comparing quotes, ask for these documents:

1. Manufacturer compliance letter. A written statement from the shelter manufacturer, on their letterhead, attesting that the specific model complies with FEMA P-320 (6th edition) or P-361 (5th edition) as applicable. The letter should reference the specific edition and the specific model number.

2. Third-party test report. An independent lab test report documenting the missile impact and wind pressure testing performed on the model. In Texas, the most commonly referenced lab is the Texas Tech University Wind Science and Engineering (WISE) research center in Lubbock. Other qualified labs exist; what matters is that the report is from an independent third party, not an internal test.

3. Stamped engineered anchor drawing. A drawing bearing the seal of a licensed professional engineer showing anchor type, spacing, embedment, and torque for the specific installation substrate. This is what makes your specific install compliant, not just the product.

4. Installation certification. A signed statement from the installer that the shelter was installed per the engineered anchor drawing. This document is what PRPC and your insurance carrier will want in the compliance packet.

If any of these four documents are missing, the shelter is not verifiably compliant, no matter what the marketing brochure says.

Red flags when comparing quotes

The market has professionals and it has operators who cut corners. Here is what to watch for:

  • "Meets FEMA standards" with no specific edition or model reference. FEMA has multiple standards and multiple editions. A vague claim is not a compliance statement.
  • No written compliance letter available on request. A serious manufacturer keeps compliance letters on hand for every product they sell. Delay, evasion, or "we'll get it to you after purchase" is a red flag.
  • No third-party test report. Internal testing, testing "to the same standard," or testing performed by an entity affiliated with the manufacturer is not a substitute for independent third-party testing.
  • Anchor spec by phone or verbal description. A stamped engineered drawing is not optional. Verbal spec is not compliance.
  • Quotes materially below market. The lowest quote in a bid stack is not always cutting corners, but a quote 30% or more below the pack usually is. Cheap steel, thin plate, uncertified doors, and under-designed anchors are the usual sources of the savings.
  • Pressure to skip the PRPC rebate paperwork. The PRPC rebate paperwork requires the same documentation compliance would require. An installer who dodges the paperwork is telling you something.

The compliance letter and your insurance discount

Once the shelter is installed and you have the compliance packet from the installer, send a copy of the FEMA compliance letter to your homeowners insurance carrier. Most Texas carriers apply one of two discount patterns:

  • A flat annual discount, typically $100 to $250 per year.
  • A percentage discount on the wind-and-hail portion of the premium, typically up to 20%.

Which pattern applies depends on your carrier. Your agent can tell you the specific discount available on your policy.

Is FEMA compliance the same as "FEMA approved"?

FEMA does not "approve" individual shelter products. FEMA publishes standards (P-320 and P-361), and manufacturers document that their products meet those standards through third-party testing. A shelter that meets the standard is FEMA-compliant.

How do I know a test lab is qualified?

In Texas, Texas Tech University's Wind Science and Engineering (WISE) research center is the most commonly referenced qualified lab. Other independent labs exist; the key criterion is that the lab is independent of the manufacturer and follows the P-320 or P-361 test methodology.

What if a manufacturer says the compliance letter is proprietary?

Compliance letters are provided to customers, insurance carriers, and rebate program administrators as a matter of course. If a manufacturer treats the compliance letter as proprietary or refuses to provide it, that is a red flag.

Does the compliance letter apply to my specific install?

Can a shelter lose its compliance status?
