What an in-ground shelter looks like
Two common construction types dominate the Panhandle market:
- Precast concrete. A rectangular concrete vault delivered as a single piece or as sectional components, set into an excavated hole on a leveled base of gravel or bedding sand. Walls are typically six to eight inches thick, reinforced with rebar. The hatch is a steel plate — commonly 3/16 to 1/4-inch — with a hinged design and interior latch.
- All-steel. A welded steel bunker fabricated to the same 1/4-inch A36 plate spec used on above-ground models, then buried with the hatch at grade. Steel units are lighter, faster to set, and easier to drop into a tight-access backyard, but they need corrosion protection and drainage attention in wet-soil areas.
Both types can be certified to FEMA P-320 (6th edition, April 2025) when built and installed to spec. Both qualify for the PRPC rebate when the manufacturer provides the required compliance documentation.
Yard install vs. garage-floor install
The two location choices come with different trade-offs:
Yard install The excavator opens a hole in the backyard or side yard, sets the shelter, backfills, and finishes the hatch at grade. Yard installs are common on larger lots (Bushland, Canyon, Claude, and rural Randall and Armstrong Counties) where the backyard has open access for a track excavator. The homeowner has to walk out of the house to reach the shelter, which is a fair-weather compromise many people accept.
Garage-floor install The installer saw-cuts and removes a section of the garage slab, excavates below, sets the shelter, backfills, and pours a new slab flush with the hatch. Garage-floor installs eliminate the outside-walk problem but roughly double the site-work portion of the quote because they add slab demolition and re-pour to the excavation line. On homes without a suitable yard access route, this is often the only viable in-ground option.
Sizes and capacity
In-ground shelter sizes mirror the above-ground lineup:
- 4-person — small precast or steel units, common under garages.
- 6-person — the typical mid-size backyard install.
- 8-person and 10-person — usually precast concrete, common on rural properties.

Excavation challenges in Panhandle soil
